Now the Saudis have probably recognized that they burn liquid money, while the other wealth - the sun - is absolutely unused.
It is a pity that this change in thinking has come so late.

still electricity in Arabian gulf region cost still the lowest comparing to other country ( specially Saudi Arabia ).
this will make solar solution more expensive of needed. by the end they have to use the solar.
still weather condition effecting the results and high efficiency of the solar power .

The extreme weather conditions (heat, sandstorms) reduce the efficiency of solar modules. Therefore, new solutions must be developed. Nothing is impossible.

Saudi and some UAE states have already installed and commissioned several large scale PV projects. Solar and wind is fast spreading in the middle east. Check this link https://www.zawya.com/middle-east/projects/projectLookup.cfm
I have designed two 500kW (AC) PV systems in Kuwait and implemented a specialized cleaning system to counter soiling. Yes, heat will reduce output by some %age. Still, electricity is produced cheaper by burning oil in the region, but they are fast moving towards RE for obvious reasons.

muqheet , if we want to make cleaning system for each solar system we install , the cost of the project will be huge , as ryszard said the solar solution must be developed with average good prices.

New lens systems and appropriate Magement of light can cause the solar cells can be hidden. Then the rays of the sun-exposed surface are much smaller. These can simply be automatically cleaned with a wiper. As with windshield in a car.
Similar like in this animation:

Fares, I agree the cleaning system is additional cost and maintenance. Also, module manufacturers sometimes disapprove of some cleaning systems as they may damage module surface over time.
@ Ryszard. I am familiar with solar modules that use concentrating lenses that focus sunlight on to a transistor. These are on a dual-axis tracker. Are you referring to that kind of a product? The video link doesn't explain enough. But thank you for sharing. Please share more info or link if you have on this system.

@ Muqheet
Other optical systems as conventional CPV have been developed in recent times:
