I'm afraid that what you are looking for does not exist, you can't get a European 250w panel for 0,45 cents because it costs more than that to produce them in Europe.
The starting price will be over 0.50 cents, and we can supply you.
If want to pay less than that we can help you and although the panels won't be European, they will be customs cleared.
