What tool is best to use in evaluating viability of SWER for rural electricity distribution.

By "tool" do you mean an automated method? The most critical element of an Single Wire Earth Return (SWER) system is determining the resistivity of the earth along the route, followed closely by the expected loading/load density that the line will feed.

We successfully used Cyme in the past for contract in Australia and Canada. I suspect that any tool you master should do it. The web has a number of references on typical models. Getting the field data might be a challenge.

I hope this is very good method used for rural electrification . In India it wide used. Also there is atechnical report published by CENTRAL BOARD OF IRRIGATION AND POWER , New Delhi on this subject. YOU may to get it. I amtrying to find out link or Web site for your reference.
