Cheapest will be the the Xylem Goulds eSV mpodel, Grundfoss CR model or Wilo. They all are fabricated stainless type pump. Watch for seal proposal. They are pre-engineered pump, sometimes on the shelves ready to ship.
If you want an engineered beefed up unit with casting components, there is the ITT Goulds 3316 model with double seal and plan 54.

Point respectfully taken Leo. To each his/her own opinion and belief. It's okay to have different opinions.
I would still say that the fab, steel stamped stainless is cheaper than the casting material units. They all do the job and reliable too. But, I will never say that these pumps are cheap !! It's a matter of perception.You see it in a way that others don't. I don't see it in a negative aspect.
It's okay (for me) to say that a Honda is cheaper than a BMW. To each his own market.
This is my own opinion and I will not criticize yours, nor telling you which words to use.

As Patrick noted a lot depends where you want to go in terms of construction.
A small BB4 style pump will probably offer the lowest first cost.
In addition to the models listed I'd add the Goulds 3355 or 3393 both in the 4x5-10 size with 4 stages would fit your conditions.

I will advise you to look at both price and efficiency. In most cases the initial purchase price of a pump is a fraction of the overall operating costs.

Lepulane makes a good point of course. For this type of pump the first cost is probably less than 15% of the life cycle cost.
It is truly a case of pay now or pay (much more) later.
However to be fair the OP did specify a "Competitive Price" which is usually coded speak for low first cost...

You hit the point twice Simon. Goulds 3355 4x5-10A Size was my actually of my shortlisted list. & It is true that the initial cost is more important for me at this stage. Although I understand the principle of "Pay now or (much more) later, the initial price is a selection criteria of this project.
